Where can you find the tm double team in pokemon white?

i started a new game and i forgot where to get the tm double team! i need it to make a good moveset for my raichu sammy! Dx i got it once before so please dont leave any answers that you cannot get double team or it just doesnt exist. oh while your telling me can you tell me a good moveset for raichu?? :D
