Why use the word of "latino descent"?

this doesnt make no sense . since cops need to find suspected criminals by appearance.if latino isnt a race then why say "oh his name is spanish origin therefore he must be latino aka brown" by that logic wesley snipes's name is of English origin therefore wesley snipes must be british....i always wondered that and police say "we are looking for a man 5'11 tall 200lbs and hispanic/latino". how does that help? i dont know if he is black like sammy sosa or white like fidel castro or mixed like zoe saldana hell rihanna is more mixed than zoe and she is considered black. how are ppl gonna catch the guy. here in NYC a lot of Latinos are BLACK/mulatto some are white colombians some are aztec mexicans so how can i help the cops if they just use the words "he looks latino" thats like saying he looks like a new yorker with the typical new york nose... and the typical new york hair color..
