Why have my gerbils stopped having babies?

my gerbils(sammy and shadow) have only had two litters. the first there was like 4 babies. but only one survived. then their second litter there were only two babies and they survived. now i have 5 gerbils. i thought sam sam was preggers so i waited but no babies. why aren't they having anymore babies and why were their litters so small?????
